Like where you work with the bands or reps and pitch ideas for music videos….not actually make the video but come up with the idea for it…?

Generally the director (who is responsible for all the actual production of the video) is the one who is hired by the label to create the video using his own artistic vision.
If you want to be a pitchman, you’ll want to focus on advertising and marketing, but as far as “ideas for music videos” go, that’s solely in the hands of directors and creative types (who often are the same people doing the pitching at meetings with studio heads).
