TRENTON -- New Jersey is another step closer to banning the sale and distribution of flavored electronic smoking products. The state Assembly's health committee voted 7-2, with two abstentions, on Monday to approve the bill Cheapest Cigarettes In The World, which would ban anyone in the Garden State from selling increasingly popular "vaping" devices and products that have "a characterizing flavor." "Vaping" is the processes of pulling on an electronic smoking device -- sometimes known as an e-cigarette -- that turns flavored liquid into vapor. There are hundreds of flavors available, from honey to chocolate to cherry. Sponsors say clove, menthol, and tobacco flavors would still be allowed. But the bill was amended before Monday's vote to say products with "a characterizing flavor" would be banned. A state Senate panel approved an earlier version of the ban last year after a tense hearing. Now, the full state Senate and Assembly would each have to pass the measure before it gets to Gov. Chris Christie's desk. Sponsors say the goal is to prevent the products from being targeted to young people, and thus possibly luring them into smoking cigarettes. Assemblyman Herb Conaway (D-Burlington), a co-sponsor and a physician by trade, said Monday that "going back to the days of 'Joe Camel,' we've seen how nicotine companies carefully market their products to young, impressionable consumers in the hopes of attracting life-long customers." "The appeal of electronic smoking devices is just as bad, if not worse, because the products are available in almost every candy-like flavor imaginable," added Conaway, who chairs the Assembly's health committee. "From a public health perspective, it makes sense to extend the ban on flavored tobacco products to electronic smoking devices, as well." In New Jersey, you must be at least 19 to buy e-cigarettes -- the same as traditional tobacco products. But opponents of the proposed ban say e-cigarettes are healthier than cigarettes and have helped thousands of people quit smoking. Plus, they say, barring the products would cause vape shops to shutter across the state -- even if those three flavors were still allowed. "The sponsors believe vaping is a gateway to smoking, but that doesn't make sense," Russ Jurzyzk, who owns Gorilla Vapes in Forked River, told NJ Advance Media. "People would never go to vaping first and then go to a cigarette. Vaping has pleasant flavoring. It's really misinformation. Customers that are putting down tobacco, they feel better, they can breathe better." Kevin Roberts, a former spokesman for Gov. Chris Christie who now represents Logic Technology Buying Cigarettes Online, the nation's third-largest supplier of e-cigarettes, said Monday that the bill goes against "public health goals and would undoubtedly push countless individuals back toward conventional cigarettes and their known harms." The American Lung Association notes that the longterm effects of electronic smoking are still unknown. "Banning discounts and promotions can help eliminate their curiosity and susceptibility to trying nicotine products, and consequently, becoming addicted."
