So I'm having trouble figuring out how people put their banners over the information on their videos. I want to put one up, but I'm having a brain fart or something and cant figure it out.

Those people are partners with Youtube. If you want to partner with Youtube all of your videos have to owned by you and also Youtube has to review your account.
