The virus has probably destroyed some vital operating system files, or it has wiped it completely. You'll have to reinstall Windows 7. The unfortunate part is that you'll lose all of your data, because the installation involves formatting your hard disk. I don't reccomend plugging that hard drive into another computer if it's virus-infested, but see if you can find an IT shop that is willing to try to recover your data for you.
If the reinstall doesn't work, this means the virus has also destroyed the MBR (master boot record) of the hard drive, and you'll need to buy and install another one.
