i have exhausted all my efforts via computer help pages. i have windows7 .. version 10 of yahoo messenger on my desk top. i am new at this so don;t know the proper guide lines yet.

You have to go to Yahoo Voice and open an account there before you can enable that feature. If you want to make calls out, you also have to enable the Phone Out Service, to receive calls, enable the Phone In Service.
