I see companies offer 100 - 200 even 300 link exchanged every month.??? sound too good to be true?

Only do link exchanges with like industry. Don't just link to any site.
Good reciprocal linking can increase your SE rank significantly.

Here are a few places where webmasters can find other webmasters to
exchange or trade links. They contact link partners
for you and then verify and store the page where the link partner has
placed your link.

Link exchange is not a good place to advertise. You do link exchange to build links. With many links you have a chance to rank high in SE and get a PR. You can try link metro.com , you can do lin ezchange for yourself. The membership in link metro is free but you can opt to upgrade your membership.
