In a press conference on Nov 29th, Defense Secretary Rumsfeld and Chairman of the Joint Chiefs of Staff, General Peter Pace expressed differing points of view on the responsibility of American troops who witness inhumane treatment. Rumsfeld said American troops have no responsibility other than to disapprove. General Pace countered it is the "absolute responsibility" of troops to stop inhumane treatment. Rumsfeld rebutted that the proper action is to report it, not stop it. As a clarification, the General once again corrected the Defense Secretary, saying, "If they are physically present when inhumane treatment is taking place, sir, they have an obligation to try to stop it."
